This is in addition to the Air Force Base in south Illinois… within 2 hours of the Air Force Base..
link to the Air Force Base RADAR heated ring / HAARP ring :
we see this above the Illinois regional airport — Walter A Duncan field…a stationary heated spot in the atmosphere surrounding the air field — at the center of the ring is a giant antenna.
live RADAR still viewable here (as of 745pm CST 3/5/2013)

Here is much more information on RF (radio frequency) being used as a Heater:

For sure its radio frequency heating of some kind, however NO RADAR at this Airport.
If not RADAR heating then some other HF signal causing it…
From what I can find.. there is a 123.00 MHz radio transmitter as well as a LASER CEILOMETER at the location …
It turns out there is a giant antenna at the ring epicenter. here is the antenna information
KPE801
Callsign: KPE801
Location: UNINCORPORATED, LA SALLE, IL
Owner: MENDOTA BROADCASTING, INC
License ID #: 1118734
look it up on climateviewer (turn on the FCC database on the left hand side under electromagnetics)
Of course there is also the possibility the heating is unintentional… being caused by interference from a private system belonging to someone (airplane, mobile, or military)… any one of these things could be what is causing the heating.. which would explain the very small size of the heated area.
It for sure doesn’t look like the typical 250 mile wide “haarp ring” but has the same characteristics.. stationary.. ground based.. and showing an accented “heated” or excited ring.
The size indicates some smaller type device.. not a NEXRAD that is for sure — not a TDWR since this airport has no radar of its own..
